A set of plans can show where a drain should be. It cannot always confirm where it actually is, how deep it runs, or whether past alterations have changed its route. Older sites may have incomplete records, private and public drainage may cross the same area, and additions to buildings can leave pipework hidden beneath decks, driveways, gardens or concrete slabs. Locating a drain before excavation or construction is usually quicker and considerably less expensive than finding it after damage has occurred.

What drain locating tells you

Drain locating is the process of identifying the route and position of underground drainage pipework. A specialist CCTV camera is sent through an accessible drain, allowing the operator to inspect the internal condition of the line while tracking the camera from above ground. This produces useful site intelligence: the pipe alignment, approximate depth, direction of flow, connection points and any faults that may affect proposed work.

The result is more than a mark on the ground. A proper investigation can establish whether a pipe is stormwater or wastewater, whether it is likely to be private or part of a public network, and whether its position creates a constraint for excavation, foundations or a new building footprint. Depending on the scope, the findings can be documented in a site plan and supported by CCTV footage and a written report.

This matters because visible features are not always reliable. A gully trap, manhole or inspection opening may indicate part of the system, but it does not prove the full pipe route. Drains can change direction unexpectedly, connect to another line, or continue beneath areas where no access point is visible.

When drain locating should happen

The best time to locate drainage is before design decisions become fixed and before machinery arrives on site. For a homeowner planning a new deck, retaining wall, extension, pool or driveway, early information can prevent a costly redesign. A pipe beneath a proposed footing may need to be protected, diverted or assessed before construction can proceed.

For architects, surveyors and building companies, drainage information helps establish real site constraints. It can be particularly valuable where existing plans are limited, a site has been subdivided, or a proposed structure is close to known drainage assets. Knowing the alignment early allows the team to coordinate foundations, service trenches and access requirements with fewer surprises later.

It is also a sensible step before buying a property where drainage condition or layout is unclear. A pre-purchase CCTV inspection combined with locating can identify concealed defects, unknown connections and pipework that may complicate future renovation plans. It does not replace all due diligence, but it provides evidence that cannot be gained from a surface inspection alone.

Building over drainage assets

Drain locating becomes especially important when a proposed building or structure is near council or Watercare-owned assets. Works over approval is required where building over those assets is proposed. The approval process depends on clear, accurate information about the asset location, depth, condition and relationship to the planned work.

Assumptions create risk here. A drain shown on an older plan may not be in the exact position expected, while the apparent route on site may belong to a different pipe. A CCTV investigation and location survey give project stakeholders a practical basis for determining whether works over requirements apply and what supporting documentation may be needed.

Early investigation also gives the design team more options. Moving a structure on paper is far easier than changing foundations after consent documentation has been prepared or construction has started.

How a CCTV drain location is carried out

The investigation begins by identifying suitable access points, such as inspection openings, gully traps or manholes. A CCTV camera is then introduced into the drainage line. The camera records the inside of the pipe and allows the operator to observe its route, joints, bends, connections and any signs of damage or obstruction.

A transmitting sonde attached to the camera can be tracked from the surface using specialist locating equipment. As the camera travels through the pipe, the operator marks and records the line above ground. This is why CCTV-based locating is particularly useful: it confirms the route from within the actual pipe rather than relying solely on surface clues or assumptions.

The level of detail depends on the site and the purpose of the work. A straightforward residential location may focus on identifying a line before a small project. A commercial development or works over assessment may require more extensive investigation, documented measurements and a clear plan for design or compliance use.

There are practical limitations. A fully blocked or collapsed drain may prevent the camera from reaching the required area. Deep pipework, inaccessible sections, busy services corridors and poor access can also affect what can be confirmed on the day. In those cases, the inspection findings still help define the issue and identify what further work may be required, such as clearing the line, accessing another point or arranging additional investigation.

Location alone is not the whole picture

A pipe can be in the right place and still be in poor condition. That distinction matters when a project will load the ground above it, restrict future access or rely on the drain continuing to perform properly. CCTV inspection can reveal cracks, displaced joints, root intrusion, deformation, breaks and construction debris that a surface locating method would not identify.

For this reason, drain locating and drain condition assessment are often best considered together. If a line sits close to proposed works, knowing its condition can influence the next decision. A sound pipe may only need to be protected and recorded. A damaged pipe may need repair, replacement or diversion before other work proceeds.

This is also relevant when locating shared or public assets. A map that shows the approximate route is useful, but a report that records the observed condition provides stronger evidence for project planning and discussions with relevant authorities.

Common mistakes that create avoidable cost

One common mistake is relying on historic drainage plans as final proof. Plans are valuable reference material, but they may be incomplete, scaled broadly or out of date. Site investigation is how assumptions are checked.

Another is locating drainage only after excavation has begun. Once a trench, footing or driveway cut has been designed around an assumed route, a different finding can cause delays and variation costs. Early investigation gives the project team time to respond properly.

It is also risky to treat every underground pipe as private. Auckland sites can contain drainage infrastructure with different ownership and approval requirements. Confirming what is present and where it runs is a key part of determining the right path forward.

Finally, avoid requesting a location without explaining the proposed work. The purpose matters. A survey for a building extension, a works over report, a suspected fault and a pre-purchase check each require different levels of detail. Clear project information helps the inspection be targeted, efficient and fit for purpose.

Getting useful results from the inspection

Before booking, have the property address, any available drainage plans and a clear description of the proposed work ready. If you know where access points are located, mention them. For construction projects, provide the relevant site plan or building footprint so the investigation can focus on the areas that matter.

After the work, make sure the findings are shared with the people making decisions. A drainage location is most valuable when it informs the survey, design, consent process, excavation plan or purchase decision while there is still time to act on it.

Underground drainage should not be left to guesswork simply because it is out of sight. A focused CCTV inspection and accurate location can turn an unknown beneath the site into practical information - before it becomes an expensive problem.
