What is a drainage compliance report?

A drainage compliance report documents the location, condition and relevant ownership of drainage assets on or near a property. It is usually prepared after a CCTV camera inspection, often with drain tracing, surface level checks and site mapping where required.

The term can cover several report types. A homeowner may need a condition report before purchasing a property or investigating repeat blockages. An architect or builder may need confirmed pipe locations before finalising foundations, retaining work or service routes. For a development that affects public drainage assets, the required documentation may form part of a works over process.

A good report does not simply say that a drain is "clear" or "blocked". It records what was inspected, where the camera travelled, the pipe material and approximate size where identifiable, observed defects, connections, direction of flow and any limitations encountered. Photos, CCTV footage and a marked site plan turn those findings into evidence that can be reviewed by designers, contractors and approving authorities.

The exact report required depends on the project. Council, Watercare and other relevant parties may have specific expectations, so it is sensible to confirm those requirements before the inspection is booked. A general drainage survey may identify a problem, but it may not provide every item needed for a consent or works over application.

When a report is needed

Drainage compliance reporting is most commonly needed when construction could affect an existing drainage line, when a property’s drainage layout is uncertain, or when formal evidence of condition is required. Building near an existing pipe

A works over assessment is required when a proposed building or structure will be built over, or sufficiently close to, council or Watercare-owned assets. This is not a box-ticking exercise. A compliance-style report can distinguish between a simple obstruction and a more significant issue such as root intrusion, displaced joints, cracking, deformation or a pipe that has been built over. Not every defect demands immediate replacement. The practical response depends on severity, pipe use, access, risk of failure and planned future work. Clear footage and written findings make that decision easier.

What a useful report should contain

The quality of drainage reporting is determined by the evidence behind it. A report should allow someone who was not on site to understand what was inspected and why the findings matter.

At a minimum, the document should identify the property and inspection date, the access points used and the sections of pipe inspected. It should describe pipe size and material where these can be confirmed, record the direction of the inspection and note whether the line was flowing, obstructed, dry or unable to be fully surveyed.

Condition observations need to be specific. Terms such as "damage present" are not enough for a design decision. Useful reporting identifies the type and approximate location of defects, including roots, cracks, open joints, fractures, sags, debris, displaced connections or collapsed sections. Still images should support key observations, while CCTV footage provides the fuller visual record.

Mapping is equally valuable. Where pipe location is critical, the report should include a site plan showing the traced alignment, relevant access points and known connections. Depth information may be required for design or approval purposes, but it should be presented with the method and limitations understood. Ground conditions, access restrictions and the available inspection points can all affect what can be verified.

For works over matters, the report may also need to address asset ownership, condition before work begins, proximity to the proposed structure and access considerations. Requirements differ between projects, so the inspection scope should be aligned to the application rather than copied from a previous job.

The inspection process: from site access to evidence

A drainage CCTV inspection starts with practical site information. The inspector needs to know the property address, the reason for the report, proposed works where applicable and any known drainage access points. Plans can be helpful, but they should be treated as a reference rather than proof of what is underground.

On site, the camera is introduced through an appropriate access point and progressed through the line where conditions allow. The operator records the internal condition of the pipe and identifies branches, connections and defects. A locating device can trace the camera position from above ground, allowing the route to be marked and added to a plan.

There are limits to every inspection. Heavy debris, standing water, sharp bends, collapsed pipework, inaccessible chambers and active flows can prevent a complete survey. Those limitations should be stated plainly in the report. A partial inspection can still be useful, but it should not be represented as confirmation of an entire drainage system.

If a fault or obstruction prevents camera access, cleaning, jetting, excavation or a different access point may be needed before the line can be fully assessed. This is one reason to arrange drainage investigations early in the design or construction programme. Leaving it until the final stages can create unnecessary pressure when extra work is required.

Avoiding common reporting mistakes

The most common mistake is ordering a report without defining its purpose. A pre-purchase survey, a fault investigation and a works over application may all involve CCTV, but the required outputs are not identical. Tell the inspection provider what decision the report needs to support.

Another problem is relying on old plans alone. Drainage can be altered, abandoned, rerouted or inaccurately recorded over time. Existing drawings are useful context, but a camera inspection and on-site location work provide current evidence.

It is also risky to assume that a clear pipe is a compliant pipe. A drain can be flowing at the time of inspection and still have poor alignment, structural defects, inappropriate connections or inadequate protection from proposed building work. Condition, location, ownership and future accessibility all matter.

Finally, avoid treating the report as a substitute for project coordination. The drainage findings need to reach the people making design and construction decisions. If the plan shows a pipe below a proposed footing, the engineer, architect, builder and relevant approval team need that information before work proceeds.

Choosing the right inspection scope

The best scope is proportionate to the risk. A simple residential blockage may require a focused CCTV inspection with footage and defect notes. A renovation close to an unknown line may need tracing and a site plan. A larger commercial or subdivision project may require staged investigations, detailed mapping and condition records before and after works.

Ask what deliverables will be provided, whether the pipe route can be located on site, what areas cannot be inspected, and whether the report is suitable for the intended consent or works over process. These questions are more useful than choosing on price alone. An inexpensive survey that does not locate the relevant asset or document its condition properly may need to be repeated.
